Working Together to Support Your Child

The Committee on Special Education (CSE) is a team of individuals who work together to determine whether a student is eligible for special education services and, if so, to develop an educational program that meets the student's unique needs.

Parents are equal members of the CSE. Your knowledge of your child, your questions, and your input are important in helping the team make thoughtful decisions that support your child's success.   Additionally, your participation is a crucial part of the decision-making process. You have the right to ask questions, share information, request clarification, and participate in developing your child's Individualized Education Program (IEP).

What Happens at a CSE Meeting?

During a CSE meeting, the team reviews information about your child's strengths, needs, evaluations, classroom performance, and progress. Together, the committee discusses:

• Whether your child is eligible for special education services
• Your child's educational strengths and areas of need
• Appropriate goals and supports
• Special education programs and related services, if needed
• The least restrictive environment (LRE) in which your child can be successful

If your child is found eligible, the Committee develops an Individualized Education Program (IEP) that outlines the services, accommodations, supports, and annual goals designed specifically for your child.

Who Participates?

The exact members of the Committee may vary depending on your child's needs, but a CSE meeting typically includes:

• You, as your child's parent or guardian
• At least one of your child's general education teachers (when appropriate)
• A special education teacher or service provider
• A district representative who serves as the CSE Chairperson
• A school psychologist
• A professional who can explain the evaluation results
• Your child, when appropriate—particularly as they get older and begin planning for life after high school

You may also invite individuals who know your child well or who can provide information that will help the Committee better understand your child's strengths and needs.

District CSE and Subcommittee CSE

Romulus Central School District utilizes both a District Committee on Special Education and a Subcommittee on Special Education, as permitted by New York State regulations.

The District CSE typically meets for initial evaluations, students being considered for more restrictive placements, and other matters requiring action by the full committee.

The Subcommittee CSE conducts many annual reviews and reevaluations for students who are already receiving special education services.

Regardless of which committee meets, families are active partners in the decision-making process, and all recommendations are made with the goal of supporting each student's individual needs.

Preparing for Your Meeting

You can help make the meeting productive by:

• Reviewing any evaluation reports before the meeting.
• Writing down questions or concerns you would like to discuss.
• Sharing information about your child's strengths, interests, and experiences at home.
• Bringing another person with you for support if you wish.

Our goal is for every family to leave the meeting with a clear understanding of the decisions that were made and the next steps for supporting their child.
