The Asbestos Hazard Emergency Response Act (AHERA) requires all public and private nonprofit elementary and secondary schools to inspect their buildings for asbestos-containing building materials (ACBM) and to develop and maintain an asbestos management plan. Romulus Central School District is committed to complying with all federal and state requirements to ensure a safe learning and working environment for students, staff, and visitors.
Under AHERA, the District is required to:
- Conduct an initial inspection and a re-inspection of all known or assumed asbestos-containing building materials every three years.
- Develop, maintain, and update an Asbestos Management Plan for each school building. These plans are available for public review during regular business hours.
- Provide annual notification to parents, guardians, employees, and employee organizations regarding the availability of the Asbestos Management Plan and any asbestos response actions taken or planned.
- Designate an AHERA Asbestos Program Manager to oversee compliance with all AHERA requirements.
- Conduct periodic surveillance of known or suspected asbestos-containing materials to ensure they remain in good condition.
- Provide annual asbestos awareness training to custodial and maintenance personnel whose work may involve asbestos-containing materials.
The U.S. Environmental Protection Agency (EPA) requires a proactive operations and maintenance program whenever asbestos-containing materials are present and remain in place. When asbestos-containing materials are in good condition and are properly managed, they do not present a health hazard. In many cases, managing asbestos in place is safer than removing it, as improper removal can increase the risk of airborne asbestos fibers. The EPA generally requires asbestos removal only when necessary during renovation or demolition activities or when the material has become damaged and poses a potential health risk.
Annual Notification
During the 2025–2026 school year, asbestos abatement activities were completed as part of the Romulus Central School District Capital Project. All work was performed in accordance with applicable federal and New York State regulations by properly licensed asbestos abatement professionals. Air monitoring and clearance procedures were completed as required to ensure the safety of students, staff, and visitors before affected areas were returned to service.
At no time during the 2025–2026 school year was asbestos determined to pose an imminent hazard to the health or well-being of students, staff, or visitors.
