Romulus Central School District Notice of Non-Discrimination

The Romulus Central School District affirms that no person shall be subjected to discrimination, denied benefits, or excluded from participation in employment or in any educational program or activity on the basis of age, sex, gender, sexual orientation, race, color, ethnicity, religion, creed, national origin, marital status, disability, or any other protected classification in accordance with the Individuals with Disabilities Education Act (IDEA), Section 504 of the Rehabilitation Act of 1973, Title IX of the Education Amendments of 1972, Title IV of the Civil Rights Act of 1964, the Age Discrimination in Employment Act, the Americans with Disabilities Act, and all other applicable federal and New York State laws. The Romulus Central School District provides equal access to the Boy Scouts and other designated youth groups.

The Romulus Central School District encourages students, parents, staff, and community members to report any harassing, bullying, abusive, or unsafe behavior as soon as possible to a school district official or, when appropriate, to law enforcement.

The Assistant Superintendent of Instruction & Curriculum serves as the District's Civil Rights Compliance Officer/Coordinator and is authorized to coordinate and carry out the District's responsibilities under applicable federal and state civil rights laws and Board policies. The Civil Rights Compliance Officer/Coordinator is also responsible for coordinating compliance efforts and processing complaints and grievances in accordance with the procedures adopted by the Romulus Central School District Board of Education.

The Romulus Central School District prohibits all forms of harassment based on sex, gender, race, color, national origin, ethnicity, religion, creed, disability, age, sexual orientation, or any other status protected by federal or New York State law. The District considers harassing conduct to be inconsistent with the educational mission of the District and contrary to the high moral and ethical standards expected within an educational environment.

Harassing conduct generally consists of subjecting an individual, on the basis of membership in a protected class, to conduct or communications that are sufficiently severe, pervasive, or persistent so as to create an intimidating, hostile, or offensive environment; substantially or unreasonably interfere with an individual's work or a student's educational performance, opportunities, benefits, or well-being; or otherwise adversely affect an individual's employment or educational opportunities.

Harassing conduct may include unwelcome verbal, written, electronic, or physical conduct that offends, denigrates, or belittles an individual because of membership in a protected class. Such conduct includes, but is not limited to, derogatory remarks, jokes, demeaning comments or behavior, slurs, mimicking, name-calling, graffiti, innuendo, gestures, physical contact, stalking, threats, bullying, extortion, or the display or distribution of written, printed, or electronic materials or images.

The Romulus Central School District will not tolerate the use of a position of authority to obtain sexual favors in supervisor-employee or staff-student relationships. The District also prohibits any form of sexual harassment, including student-to-student harassment, employee-to-student harassment, student-to-employee harassment, and employee-to-employee harassment. Any attempt to suppress the reporting of such conduct or to retaliate against an individual for making a good-faith complaint or participating in an investigation will be treated as a violation of District policy and may result in disciplinary action.
